Over the past decade, export controls have evolved from a specialised arms control and non-proliferation tool to a comprehensive mechanism for the maintenance of strategic economic advantages in the competition between great powers. China has played a central role in this process, first primarily as a target for export controls imposed by the United States, and more recently as an increasingly assertive user of these controls itself. This report explores multiple dimensions of China’s evolution in the global export control domain. It contains eight sections.
