Dongshu Zhou

Dr. Dongshu Zhou is a legal scholar and Italian-licensed lawyer specialising in data protection, AI regulation and comparative law between European and Chinese systems. Recognised as the first Chinese citizen to qualify as a lawyer in Bologna, he is Senior Researcher at the Vrije Universiteit Brussel and coordinator of the CPDP.ai conference. His work spans emerging technology governance and EU law, complemented by legal practice across commercial, IP, data protection, family, immigration and criminal law.

About Dongshu Zhou

Dr. Dongshu Zhou is a legal scholar specializing in personal data protection, AI law, and comparative law across international, EU, and Chinese legal frameworks. He serves as a Senior Researcher at the Vrije Universiteit Brussel (VUB), working within the Law, Science, Technology and Society research group, the Fundamental Rights Centre, and the Brussels Privacy Hub. He also coordinates the CPDP.ai International Conference.

Dr. Zhou earned his PhD in European Law from the Alma Mater Studiorum-University of Bologna and is a qualified lawyer in Italy. He is also a Visiting Fellow at Leiden University and at the European University Institute (EUI), and a Research Member of the Center for AI and Digital Policy.
Combining academic expertise with practical experience, Dr. Zhou serves as Legal Counsel/Officer for national and international organizations, President of the Help Chinese Legal Protection Association (NPO), and Legal Expert for the European Data Protection Board. He is fluent in Chinese, Italian, and English.
