Guangyu Qiao-Franco

Guangyu Qiao-Franco is an Assistant Professor of International Relations at Radboud University and Senior Researcher in the ERC-funded AutoNorms project on military AI. Her research focuses on AI ethics, arms control, ASEAN regional governance and Chinese foreign policy. Guangyu is active in several international networks on defense AI and cyber security, and her work has appeared in journals such as International Affairs, Security Dialogue and The Pacific Review.

About Guangyu Qiao-Franco

Guangyu Qiao-Franco (guangyu.qiao-franco@ru.nl) is an Assistant Professor of International Relations at Radboud University and a Senior Researcher of an ERC-funded project AutoNorms that focuses on military AI. Guangyu is also an active member of various relevant networks, including the Ihub Network of Radboud, the Defense AI and Arms Control Network, the Hague Program on International Cyber Security, and the Global China Network.

Guangyu’s research interests span AI ethics, military AI related arms control, ASEAN regional governance and Chinese foreign policy. Her work has been published in International AffairsSecurity DialogueThe Pacific ReviewInternational Relations of the Asia PacificChinese Journal of International PoliticsJournal of Contemporary China, among others. She is the author of the book UN-ASEAN Coordination: Policy Transfer and Regional Cooperation Against Human Trafficking in Southeast Asia (Edward Elgar, 2023).
