Chinese Governance of International Academic Exchanges

This report analyses the administrative practices and procedures in Chinese HER structures that are relevant for Dutch and European institutions. It discusses how international academic exchanges are relevant to China’s strategic visions. Also, it reviews the recent developments in the governance of ‘scholar-to-scholar’ international academic exchanges in China and the impact of those developments based on the perspectives of Chinese academics. While there has certainly been growing political and security concerns in China regarding international academic ties, this reports reminds that the politicisation of those ties is not a one-way street; the rising politicisation in the West also risks alienating Chinese scholars, further contributing what risks to be a bleak future for international knowledge exchange.
