CKN Presentation – Understanding China’s Export Controls

We are pleased to invite you to the presentation of the new China Knowledge Network (CKN) report on China’s export controls. Moving beyond headline discussions on Chinese regulations of rare earths and high-tech exports, this report offers an in-depth analysis of China’s legal framework, institutional structures, evolving rationale, and historical development in this domain.

During the event, our researchers will present the key findings, followed by a discussion and an interactive Q&A session. This is an opportunity to gain fresh, policy-relevant insights firsthand, engage with leading experts in the field, and connect with peers from across research, policy, and industry. The event will conclude with an informal borrel for further conversation and networking.

The project is led by Guangyu Qiao-Franco (Radboud University) and Rogier Creemers (Leiden University), and features contributions from leading experts including Haotian Qi (Peking University), Dechun Zhang (University of Copenhagen), Ruoxin Su (Vrije Universiteit Brussel), Ewan Smith (University College London), Cong-rui Qiao (Law4Sustainability), Douglas Fuller (Copenhagen Business School), Qiaochu Zhang (European University Institute), Chenghao Sun (Tsinghua University), and Chong Wang (Sichuan University).

Dr Guangyu Qiao-Franco is Assistant Professor of International Relations at Radboud University. Her research focuses on China, AI in warfare, the strategic use of export controls, and techno-nationalist statecraft.

Dr Rogier Creemers is Assistant Professor of Modern Chinese Studies at Leiden University. He leads projects on China’s digitalisation and the global impact of Chinese digital policy, with a focus on cybersecurity, smart state development, and digital governance.
